In the course of his investigation he used a neural network for image analysis 299 Ministers, held in the year 2017 the positions in the governments of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Latvia, Lithuania, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan and Estonia. The algorithm to measure the body mass index officials revealed that 96 of them obese.
The level of corruption in each country Blavatsky was evaluated by 5 different indices: Transparency International, world Bank, European centre for the fight against corruption, the International Institute for democracy and facilitate elections and the Basel Institute. They all showed a high correlation (0,92) with a body mass index of Ministers. In the top three in terms of corruption and the thickness of officials was Central Asian republics – Turkmenistan, Tajikistan and Uzbekistan. At the opposite end is located the Baltic States – Latvia, Lithuania and Estonia. Russia took the 5th place.
