The execution of the action plan is overseen by the Deputy Chairman of the Council of Ministers of Crimea – Minister of Finance of the Republic of Crimea Irina Kiviko. The corresponding decree of the head of Republic of Crimea is published on the government portal of the Republic of Kazakhstan.

So, industry support is considered additional capitalization of a non-profit organization “Crimean regional industry development Fund” of soft loans (for 24 months at 3-5% per annum with the rescheduling of debt repayments for 12 months) strategic industrial companies and organizations for replenishment of working capital for the program to overcome the economic impact of a pandemic of a novel coronavirus.

In the framework of assistance to the transport sector is preparing an appeal to the Government of the Russian Federation on granting subsidies from the Federal budget to reimburse organisations for actual expenditures incurred, the part of expenses for payment of interest on previously borrowed loans and Finance leases (leasing).
Sent to the Russian Government a number of proposals for deferment of payment of mandatory social insurance contributions for all companies of the tourism industry, legal entities and individual entrepreneurs (codes OKVED: 79, 55, 86.10, 86.90.4, 68.20, 70.1).
In support of SMEs in the Fund microfinance entrepreneurship of Kazakhstan has developed a new kind of micro – EMS, which will soon be available to residents of the Crimea. The Fund applies a special program of micro-credit at a reduced rate of 3% per annum, for existing loans and new. In terms of tax benefits, will be granted a deferral on tax payments to industries affected by the deterioration of the situation in connection with the spread of coronavirus infection 6 months after the adoption of relevant normative legal acts of the Russian Federation. Will reduced tax rates under a simplified taxation system for the most affected sectors, the single tax rate on income in 2020 to the representatives of a number of activities.
