The Verkhovna Rada adopted the law “On amendments to the state budget of Ukraine for 2020”, for channelling funds from the Fund of struggle against acute respiratory disease COVID-19 and its consequences for the construction and repair of roads and purchase of equipment for hospitals.
The adoption was developed by deputies from the faction “people’s Servant” bill No. 3509 on second reading and in General voted 331 MP.
In particular, the law provides the option of using the Fund to combat coronavirus in “the purchase of equipment for emergency rooms supporting healthcare institutions in the hospital districts to the offices of emergency (urgent) medical care included in a multidisciplinary hospital, medical clinics, feldsher-midwife and feldsher points in rural areas and the overhaul and reconstruction of these areas, improvement of transport communication, construction, reconstruction, repair and maintenance of motor roads of General use of state and local significance.”
In turn, the head expert Department of the Verkhovna Rada indicates that the disbursement of the Fund of struggle with the disease COVID-19 road works creates risks to ensure the actual combat the spread of the virus, including in case of its possible further deterioration.
As reported, the original authors of the bill proposed to allocate from the Fund to combat the effects of pandemiya 35 billion just for the road works that, in their opinion, will create 12.6 thousand new jobs in the road sector, and about 50.4 per thousand jobs in related fields.
However, the second reading of the list of areas for the allocation of funds was expanded with the purchase of equipment and repairs of medical institutions.
According to the Finance Ministry on 10 June, the Cabinet of Ministers has allocated 35.8 billion UAH from the Fund to combat the effects of coronavirus disease COVID-19 with a total volume of 65 billion UAH.
The Ministry of social policy estimates a potential shortfall of revenues from the single social contribution (ERU) in 2020, 17.7 billion and proposes in this regard to allocate to the Pension Fund transfers from the Fund to fight Сovid-19 in the amount of 15.2 billion UAH.
Recall that in General in 2020 for the construction and repair of roads in Ukraine, it is planned to allocate UAH 113 billion, including 20 billion borrowed under the state guarantees, and 35 billion UAH “Ukravtodor” planned to receive from the funds paid by “Gazprom” following the victory of “Naftogaz of Ukraine” in the Stockholm arbitration. Another 62 billion UAH allocated from the Road Fund.
