On February 6 the Verkhovna Rada Committee on fuel and energy complex, nuclear policy and nuclear security discussed the first month of operation in Ukraine of the retail electricity market. The representative of the National Commission, carrying out state regulation in the sphere of energy and communal services, Elena Antonova said that the first phase of the energy reform to de-monopolize the market.
The electricity market demonopolized as a result of implementation of the first phase of the energy reform, said on 6 February at a round table in the Verkhovna Rada Committee on fuel and energy complex, nuclear policy and nuclear safety member of the National Commission, carrying out state regulation in the field of energy and utilities (NKREKU), Elena Antonova.

“Was andbinding created new actors in the retail market of electric energy. Power companies anymore. This is a prerequisite for the development of competition and this is the main way to de-monopolization of the retail market”, – said Antonov.
The representative of the national Commission emphasized that the three functions previously provided by power companies, are now separated.
“This is a historic suppliers and distributors of electricity who provides services to all consumers of Ukraine, both industrial and population at regulated prices. In fact, combining in a single legal entity with three key functions in the retail market. This is a technological function of electric energy distribution networks, is the provision of commercial accounting, the measurement of volumes of goods and the adoption of these amounts for transactions between market actors. And that supply electric energy at regulated prices,” he listed it.
Antonov added that it is necessary to adjust the regulatory framework to resolve the issue of tariffs and the procedure of payments for electrical energy, as well as to solve the problem of calculations in the retail market.
The law “On electricity market”, the Verkhovna Rada adopted April 13, 2017. It involves the introduction of a new competitive market model and the rules of the Third energy package of the EU, including in the share of companies in the areas of distribution and transmission of electricity.
Retail electrical energy market the reform of the energy market was launched on 1 January 2019.
