Russian businessman Oleg Deripaska has lost at least $2 billion due to the implementation of the so-called plan Barker – measures the output of En+ group and its related entities under control of the Russian businessman. This assessment is contained in a letter to the senior Vice President of lobbying firm Mercury Deirdre of the Stak members of Congress. The document published in the framework of the law on foreign agents (FARA) of the Ministry of justice, quoted in the Russian project “Open media”.

A day after the imposition of sanctions Deripaska due to the collapse of stock price of their companies lost more than $1 billion, and by the summer his condition was decreased by almost half, to $3.5 billion, according to Forbes.
Summer Barker presented a plan for the withdrawal of the company from the sanctions, and the Mercury began to persuade politicians, officials and diplomats around the world need to support it. Lobbyists used the arguments that sanctions threaten the loss of thousands of jobs in the U.S., bad for the image of the administration of President Donald trump and can lead to the absorption of En+ Chinese companies. The cost of services of Mercury was approximately $1 million.
On 20 July, the Secretary of the Treasury Steven Mnuchin said that “RUSAL” has addressed to his office with the request to exclude it from the sanctions list.
In August, Deripaska has sent for approval to the U.S. Treasury the final text of the agreement on the withdrawal of its structures from the sanctions.
19 December it became known that the Ministry of Finance of the USA intends within 30 days to eliminate the structures of Deripaska from the sanctions list, he himself will remain under restrictions.
27 January 2019 at the American Ministry of Finance has announced that it has lifted sanctions against companies Deripaska’s RUSAL, En+ and “EvroSibEnergo”.
