That “Transneft” makes toxic raw materials on Russian territory, is unclear. Its partners the company is ready to pay compensation at the rate of 15 dollars per barrel.
Belarus completely got rid of the dirty oil trapped in the system of trunk pipelines “Druzhba” from the Russian territory in mid-April. On the night of 8 August last corrosionproof volumes of non-conforming raw materials one week ahead of the deadline was pushed back to Russia. This was announced by the company “Polotsktransneft Friendship” – a Belarusian cameraman for the North branch, main export oil pipeline Russia.
Cleared the pipeline, leading to the “Naftan “
A month ago, on July 11, another Belarusian operator, “Gomeltransneft Druzhba”, announced a complete cleaning of the main part of the pipeline – the one on which the Russian raw material from Unecha transit via Belarus comes to the EU: Poland and Germany and through Ukraine to Hungary, Slovakia and the Czech Republic. That’s why it was decided to restore the first thing this direction: it provides companies of Russia, major foreign exchange earnings. It is also Mozyr oil refinery is one of two Belarusian refineries.
Cleaned now Northern branch of “Unecha-Polotsk” to Russia is of secondary importance because it is used only to supply the second Belarusian refineries – “Naftan” is located in Novopolotsk. Delivery to EU countries Lithuania and Latvia on this oil pipeline has long been implemented. But for Belarus the restoration of this route means the resumption of full operation of Naftan, whose products are largely exported.
Thus, the problem of restoring the normal health of their pipeline and refining system, find themselves three and a half months ago, paralyzed due to fall in the “Friendship” of dirty oil, Belarus, apparently, decided. Now she is seeking from Russia, especially from the Russian state company “Transneft” compensation for the downtime of the transit corridor and its two oil refineries.
What happens to korrozionnostojkoj and poisonous hlororganika?
However, the problem hlororganika contaminated with oil thus not solved. Only now this kerosinnaya and to the same poisonous substance that can cause great environmental damage, from Belarus, according to the agreement between Moscow and Minsk, was fully back on the territory of Russia, from where he entered. We are talking about approximately 1.3 million tons.
That “Transneft” is doing and will do with all this, it is still not clear. DW sent to the press-service of the company email you a list of questions: what is happening with the contaminated oil, where it is stored, where and how to dispose of how much is recycled, to what extent damaged and in need of repair used tanks? However, at the time of publication, the editorial Board received no response.
No relevant information on the website of “Transneft”. Ongoing situation, which DW pointed out at the end of may in the article “How to hide the truth about dirty oil in “Friendship”: the most detailed and reliable information about the accident on the Russian pipeline and its consequences reports of Belarus.
Case in point: the current news about the return to Russia of all the dirty oil from the neighboring country, the Russian media circulated August 8, citing the company “Polotsktransneft Druzhba” that is part of the Belarusian state concern “Belneftehim”. But from the Russian state monopolist in oil transportation, the host is substandard raw materials and responsible for his fate, no information has been received.
Transneft on the amount of compensation is silent, say its partners
The same situation is in the question of compensation. That the company “Ukrtransnafta” belonging to “Naftogaz of Ukraine” received from “Transneft” part of the compensation in the amount of 2.3 million euros for the ingress of dirty oil in the Ukrainian section of the “Friendship,” July 31 reported by the Ukrainian side.
Similarly, on the agreement of the General Director of “KazTransOil” the Dimash Dosanov and the President “Transneft” Nikolay Tokarev on compensation in oil and gas companies for the shipment of non-conforming oil in the port of Ust-Luga has announced June 25, the press service of “KazTransOil”. According to Bloomberg, this may be about 76 million dollars, assuming the rate of 15 dollars per barrel.
This “rate” at the end of may called Patrick Pouyanne, the head of French oil group Total, which in the German city Leuna owned refinery, also affected by the supply of “Friendship” of dirty oil. And this figure Transneft confirms.
In a press release on the website of the company dated July 24, following the meeting of its Board of Directors stated that it was agreed “limit the size of payments to shippers under contracts on rendering of services on oil transportation at the rate of 15 USD for 1 barrel of non-conforming oil.”
According to experts, in April the oil pipeline “Friendship” could get from 3 to 5 million tons of contaminated oil. This is from 22 to 36.5 million barrels (in one ton about 7.3 per barrel). In this case, it turns out that “Transneft”, you may have to pay a “shipper” from 330 to 550 million dollars. And “consignees” in the form of a refinery in Leuna?
And how much Russia will pay Belarus? The company “Gomeltransneft Druzhba” claims to have lost more than 23.7 million dollars due to the reduction of transit temporarily paralyzed oil pipeline and pumping nonconforming oil reverse back to Russia. To compensate for these losses Minsk and Moscow on 6 August agreed to increase the transit tariff for transportation of Russian oil through Belarusian territory on 3.7 per cent from September 1. It is learned naturally from the message of concern “Belneftekhim” and not “Transneft”.
