A new plan of OSCE on settlement of the armed conflict in the Donbass – is not a rejection of the Minsk agreements and their modification, the combination of “Minsk-2” with the theme of the peacekeepers.

According to the expert, proposed by the representative of the OSCE Chairman in Ukraine and the Trilateral contact group Martin Sidikom the plan there are some practical elements, so it is more realistic.
In terms of OSCE on Donbass there is an important idea about the international transitional administrations. The Minsk agreements do not stipulate who and how to arrange elections. And there is no clear answer – are there two or pseudorandomly. Russia says that should keep a special status. Ukraine – no. And the international transitional administration takes over the controls, and actually begins the process of dismantling the occupation administrations,
– said Volodymyr Fesenko.
In addition, he said, important position on the ratification of the Treaty by the parliaments of Russia and Ukraine. The West was convinced that without the ratification of the Minsk agreement do not work. And ratification will be tougher to enforce. Also interesting is the proposal to create a European Agency for the reconstruction of the Donbass, and providing for the Fund – and this is the carrot.
“The problem is, will Russia agree to a new OSCE plan to resolve the conflict in the Donbas. After the elections in Ukraine, Putin will determine tactics. If you want something to negotiate, plan Sajdik could be the basis”, – said the analyst.
At the same time, Fesenko notes: in the remain the same problems – when transmitted, the control over Ukraine’s border, a method of forming the transitional authority. Logical option to include in their composition representatives of Ukraine and ORDO, but under the leadership of international partners.
Earlier the OSCE announced a new plan to resolve the conflict in the Donbas, which should replace the Minsk agreement. It is assumed that:
– in the process will involve the OSCE, the UN and specially created Agency of the European Union;
– Russia and Ukraine should conclude an agreement, which then must be approved by the parliaments.

Earlier, Poroshenko said that the introduction of the UN peacekeeping mission on the territory of Donbass is due to the blocking of this issue by Russia, despite the fact that she is one of the signatories of the Budapest Memorandum, and then acted as a guarantor of security of Ukraine. Therefore, according to the President, Russia needs to explain to the world why they are against it.
