A group of deputies of fraction “the servant of the people” proposes to ban the sale of plastic bags of thickness 50 microns and oxo-biodegradable (oxo-biodegradable) plastic bags on the territory of Ukraine since January 1, 2022.
This is stated in bill No. 2051-1.
“The main alternative to plastic bags are biodegradable bags. However, insufficient legislative regulation in Ukraine became a reason for conflict, when consumers are misled, thinking that the package they purchase do not harm the environment”, – stated in the explanatory note to the document.
The authors indicate that the decomposition of oxo-biodegradable package creates a million microscopic plastic particles, which do not disappear.
According to the document, the prohibition does not apply to ultralight packs (thickness up to 15 microns) width up to 225 mm (without side folds), depth 345 mm (with side folds) and a length of 450 (with handles) used as the primary packaging of fresh fish, meat and produce, bulk products and ice.
The bill provides that non-conforming packages that will remain by January 1, 2022, shall be disposed of at the expense of the business facility that purchased them.
The bill requires the imposition of fines for implementation of plastic bags and oxo-degradable packs under the guise of biodegradable bags.
The authors of the explanatory note point out that Ukraine has the necessary power for the production of biodegradable bags, but they are still lacking the demand.
A group of 60 deputies of the Verkhovna Rada of the previous convocation in January 2018 have already registered a similar bill, suggesting a gradual failure of the implementation of plastic bags from 1 January 2021, however, this document was not even included in the agenda.
