Kernes had claim that 67% of Kharkiv residents want to return to the Avenue named after the Soviet executioner Zhukov

Public discussion on the issue of renaming of prospect Grigorenko in Kharkiv and the name of the Soviet Marshal Georgy Zhukov, organized by the city Council in the form of e-consultation has ended.

Statistics published on the website of the Kharkiv city Council indicates that the proposal to give the prospect the name Zhukov was supported by 67% of voters and opposed by 33%.

In addition, it was submitted 22 proposals, including the prospect to return the original name of the Stadium, set on the prospect Grigorenko monument to Petro Grigorenko, choose street names, not associated with historical events, and geography etc. There are also suggestions of new names – the prospect of a Truce, the prospect of Positive, Bandera Avenue, and Avenue of the Kernes.

As reported, in November the Kharkiv city Council announced in the form of electronic consultation public comment on the issue of renaming of the Avenue, which is now called in honor of major General of the armed forces of the USSR, human rights activist, one of the founders of the Ukrainian Helsinki group Petro Grigorenko and give it the name of the Soviet Marshal Zhukov.

Earlier, in may 2016, the head of Kharkiv regional state administration Igor rainin signed a decree “On renaming of some toponyms in Kharkiv city” within the law “About the condemnation of the Communist and national socialist (Nazi) totalitarnyh regimes in Ukraine and the prohibition of propaganda of their symbols”. It is in particular provided for the renaming of the metro station “Marshal Zhukov” in “sports Palace”, and the namesake Avenue in prospect Grigorenko (Soviet General, human rights activist, speaking in defense of the Crimean Tatars and other deported peoples).

8 may 2019 on the website of the Kharkiv city Council was was e-petition demanding the return of the Avenue and the metro station Marshal Zhukov.

19 Jun Kharkiv city Council returned to the prospect Grigorenko the name of Marshal Zhukov. In support of this decision voted 59 deputies, against – 13.

On the same day on the proposal of Deputy Prime Minister Vyacheslav Kirilenko, the Cabinet of Ministers initiated check of legality of the decision of the Kharkiv city Council.

On 20 June the police started criminal proceedings under part 1 of article 364 (abuse of power or official position) the Criminal code of Ukraine.

September 5, Kharkiv district administrative court upheld the administrative appeal filed by the Deputy of the city Council Igor Chernyak, Deputy of the regional Council Dmytro Bulakh, Deputy of the Verkhovna Rada of the VIII convocation Andrei Biletsky and Kharkiv theirorganizations “block of Petro Poroshenko “Solidarity”, the Kharkiv regional organization “IN “Freedom” and political party “Democratic Sokira” and reversed the decision of the city Council on the return of the Avenue Grigorenko named after Zhukov.

In the Declaration part of the document stated that the decision of the city Council was a violation of procedure. In particular, it was not posted for public comment on the proposed renaming of the Avenue. In addition, the city Council has not provided the court evidence that the draft decision was promulgated not later than 20 days prior to the meeting, as required by law.

Kharkiv city Council appealed.

November 8, Second appellate administrative court confirmed the illegality of the return of Marshal Zhukov prospect Grigorenko.
