“Lazy” the poor want to deny state benefits

Officials from the regions as one of the steps to reduce poverty proposed to adjust the criterion and deny benefits “imaginary” poor, reports the newspaper “Izvestia”.

The proposal is contained in reports sent to the Ministry of labor to sum up the preliminary results of the first phase of the project to poverty reduction. Documents prepared by officials from Tatarstan, Kabardino-Balkar Republic, the Primorye territory, and Lipetsk, Ivanovo, Nizhny Novgorod, Novgorod and Tomsk regions.

A number of officials suggested to stop paying benefits to those who want them, and the resulting funds to help the truly poor citizens.

Representatives of the Ivanovo region have identified a group of “lazy” poor. To them is attributed to those who in the presence of additional property “can not or do not want to use it to improve their well-being”. In particular, officials mean the sale, leasing of housing or the use of the garden as an additional power source.

In the Tomsk region called to adjust the government decree on the factors to determine family income. To existing criteria, the officials offered to add credits, incomes from horticulture, as well as the cost of rental housing.

Experts interviewed by the publication, accepted the offer on deprivation of benefits is ambiguous and proposed ways of implementation of ideas to combat poverty.
