Prosecutor General Yury Lutsenko and the Minister of justice of Ukraine Pavel Petrenko signed a decree on the implementation of the pilot project “rehabilitation Programme for juveniles who are suspects in committing a crime”. The document was signed at a joint briefing attorney General and head of the Ministry, the broadcast led “112 Ukraine”.
“We have developed a pilot project to implement the humanitarian rules of the United Nations. Called “recovery Program for juveniles who are suspects in committing a crime,” – said Lutsenko.
For the project were selected certain regions of the country: Donetsk, Lviv, Luhansk, Mykolaiv, Odesa and Kharkiv region.
Conditions for use of this program: presence of the victim; committing the minor for the first time crimes of small or average gravity of such offences last year alone, there were 2.5 thousand throughout the country; recognition that the juvenile offender of his guilt and the consent of the juvenile and the victim to participate in the program.
Lutsenko said that in this program, the Prosecutor shall inform the juvenile about the possibility of other than an ordinary criminal prosecution in court, consideration of the programme through the conclusion of the transaction.
“I hope that in the pilot areas, we can reduce the budget costs of a full trial, to reduce the time of communication of minors with law enforcement. The victim will participate in the re-education of a juvenile offender and receive a refund for the quick procedure. And we are very interested in involvement of NGOs and social services to work with the juvenile offender after the completion of the procedures to bring him to sporting, cultural or other social activities,” – said Lutsenko.
He expressed the opinion that the implementation of this project will lead to reduction of relapses and contribute to the greater humanization of the law enforcement and judicial practices.
In turn, the head of the Ministry of justice of Ukraine Pavel Petrenko stressed that the project gives juvenile offenders a “chance to return to a normal life.”
“We are talking about a child who due to many circumstances of life, have transgressed the law, had the opportunity and chance to return to normal life. The child is a suspect, less talked with the police officer and the investigator, and more – a lawyer and a psychologist. And the child did not become a part of the criminal world and are not made then more severe crime than the theft of a wallet,” – said Petrenko.
