The Advisory Council at the Ministry of energy received a petition from domestic producers of fuel – “Ukrnafta”, “Ukrgasdobycha” and “Ukrtatnafta” – the proposal to impose countervailing duties on imports of diesel and liquefied gas originating from the Russian Federation.
Also offers of manufacturers, the introduction of quotas on the import of all other petroleum products and revision of existing rates of excise tax on fuel.
“The key issue is the time between a set of decisions which will contribute to the balancing of interests, functioning of the oil market based on competition and protection of interests of domestic producers and the economy as a whole”, – said Deputy Minister of energy Yuriy Boyko.
The oil market participants cautioned that the introduction of quotas and taxes on imports of diesel and liquefied natural gas originating from Russia may lead to anticompetitive collusion of major importers and consequently to a significant increase in prices.
The interdepartmental Commission on international trade adopted a decision on inexpediency of initiation of anticoncezionale investigation concerning import to Ukraine of diesel fuel and liquefied gas with Russia.
The Commission found that the arguments presented in the complaint of PJSC “Transnational financial-industrial oil company Ukrtatnafta, PJSC “Ukrnafta” JSC “Ukrgasdobycha”, are not sufficient to warrant anticoncezionale investigation.
