The Verkhovna Rada of Ukraine registered a draft law on the implementation of Ukraine’s commitments under the international “Partnership Biarritz”, which extends the capabilities of Ukrainian men in terms of combining professional activity with family responsibilities and raising children, and proposes to introduce a new type of vacation for men – leave for child birth.
The respective bill was registered under No. 3695, reported the press service of the President’s Office.
“The bill will help to address legislative gaps that restrict the rights of the men on leave to care for a child and to create preconditions for strengthening the role of the father in the upbringing of children and the development of responsible parenthood in Ukraine”, – stated in the message.
The document, in particular, it is proposed to amend the Code of laws on labour and the law “On leave”, securing on the legislative level, such rights of men:
- on the establishment of reduced working time for fathers bringing up children without mother (including in case of prolonged stay of the mother in the hospital) and have children under the age of fourteen or a child with a disability (under current law this right is provided only to women);
- for a man disposable paid leave up to 14 calendar days upon the birth of a child;
- equal rights of father and mother on leave to care for a child under the age of three (in the current legislation the right of the father is understood as derived from the mother’s right to such leave, i.e., only the mother can delegate the right to leave the father or other relatives actually caring for a child that restricts the father, the mother of the child who is self-employed person or individual entrepreneur, the right to take leave to care for a child, since a woman is not in labor relations and has no right to any kind of holiday).
“This bill is the first step of Ukraine in the performance of its obligations under the international “Partnership Biarritz” to establish equal rights for women and men in all spheres of life. Ukraine’s accession to the “Partnership” was initiated by first lady Helen Zelensky and supported by the Cabinet of Ministers “, – said in the OP.

“At the initiative of first lady Helen Zelensky, together with colleagues on fraction “servant of the people” and MFO “Equal opportunities” has prepared a bill which proposes to introduce paternity leave”, – the politician noted.
According to her, the birth of a child to provide a one-time paid leave up to 14 calendar days excluding holidays and weekends, and to care for a child under the age of three years, with the repayment periods for these benefits under the law.
As reported, the President’s wife Elena Zelensky December 2019 initiated the accession of Ukraine to the international “Partnership Biarritz” launched by the G7 countries for gender equality.
