April 2, 2019 Deputy Minister of information policy of Ukraine Dmytro Zolotukhin presented to the students of higher educational institutions research of MIP – “White paper special information operations against Ukraine, 2014-2018”.
During the presentation Dmitry Zolotukhin said that in the world today, experts studying the technologies of disinformation and propaganda, I agree that a simple factchecking and refutation of each individual fake is extremely inefficient, it requires much more resources and effort than was spent on the creation of lies. The advantage of a White paper, which is structured as a set of “series” (narratives) with several “seasons” (podkorytovym), in that it offers the concept of systemic vision of Russian propaganda and the model on which it is much easier to recognize the new Russian fakes.
Dmitry Zolotukhin gave an example demonstrating the convenience offer in the “White book” of the model. “Recently, a Russian group Conflict Intelligence Team has published an investigation regarding the alleged emergence in Syria of a new private military company come from Ukraine. This is just another series of Russian special information operations, aimed at discrediting Ukraine”, – he explained.
The Deputy Minister also stressed that Russia is not going to stop the production of fakes, and therefore we should expect as a new “series” of Russian propaganda, and new seasons and series of those already all too familiar.
