On 11 June the Verkhovna Rada of Ukraine adopted a new election code. Deputies considered more than 4.4 thousand amendments, but still 230 people’s deputies voted for the new system. What has changed and what innovations are waiting for voters – read our material.
The new code comes into force on December 1, 2023. This day will lose its power the law of Ukraine “About elections of the President of Ukraine”, “About Central election Commission”, “About elections of people’s deputies of Ukraine”, “About the state voter register” and “About local elections”.
Early elections will be held at the old system on July 21. Next is the new. According to the law, parliamentary elections are held on the last Sunday of October 5 of the year of office of the Parliament. That is, the date falls on 29 Oct 2023.
The electoral system in the Parliament changes almost completely. From the familiar remains only the entrance barrier of 5%. The majority system is canceled and will only be proportional. But it will work differently. Instead of the closed lists will now be open.
The people’s Deputy Oleksandr Chernenko, introducing the draft Electoral code, explained how the party will shape their lists. At the party Congress defined a unified national list that includes all candidates. An important condition that the Congress should be at least 200 delegates. The list is divided into 27 regional lists. Or less, but they should cover at least 2/3 of all regions. Each regional list must be a minimum of 5 candidates from the party and 2 from each gender. The order of candidates on the list determines the Congress. If the party wants the candidate to withdraw, it can be done not later than 20 days before election day.
The candidate in people’s deputies will be able to become a person over 21 years of which the last 5 years lived in Ukraine. If within that time he has been abroad for 183 days continuously, he will be denied registration.
Now in Ukraine there is one common district, which is covered by the single national list and 27 electoral regions where there are regional lists. In most cases, their boundaries are identical to the regional, Kyiv and Dnipropetrovsk region is divided into two regions due to the large number of voters. And the Crimea, and Kherson, on the contrary, are United in one region. The capital share in the banks of the Dnieper: the electoral region No. 1 – left Bank of Kiev: Kiev, Darnitskiy, Desna, Dnieper, Pechersk districts of Kiev; electoral region No. 2 – right Bank Kyiv: Obolon, Podil, Svyatoshinskiy, Solomenskiy, Shevchenko district of Kiev, the foreign constituency.
Dnipropetrovsk oblast will be divided so: electoral region No. 6 – Dnipropetrovsk: Dnipro city, Novomoskovsk, Pavlograd, Sinelnikovo, Ternivka as well as areas Vasilkovskaya str., Dnipropetrovsk, Mezhevskoy, Novomoskovsk, Pavlograd, Peter and Paul, Basil, sinelnikovskoye, Yur. Electoral region No. 6 – Krivoy Rog the city Volnogorsk, Dniprodzerzhynsk, Zhovti Vody, Kryvyi rig, Marganets, Nikopol, Ordzhonikidze, and the regional areas – apostolivs’kyi, Sochi, Krivoy Rog, krynychans’kyi, Novomoskovsk, Nikopol, Petrikov, Pyatihatsky, Solonianskyi, Sophia, Solonianskyi, the Company, Shirokovskaya.
Now the voter will not put a tick next to the party. He will self to write her number. Information information from what party and what number will be on the site and in the booth. Next will be a choice – either to accept the list proposed by the party, or vote for some candidate, and to specify the number.
On the amendment of the people’s Deputy Serhiy Vlasenko, the first 10 of mandates the party to be fixed. That is, the first 10 employees of the national list, subject to passing the 5% barrier to enter the Parliament. The rest of the rating will depend on how the candidate supported by the people – that is agreed with the order, which was offered by the party or anyone of the candidates supported more and have indicated it on the ballot. Then will be the one who goes out of order in the list, and the one who scored the most votes.
Also, this system is proposed and local elections. But only in large cities, where more than 90 thousand voters.
Where voters less election is held under the relative majority system in multi-member constituencies. In each district may be elected not less than two and no more than four deputies. Towns and villages, which are home to 3 of thousands of voters will be from 6 to 10 members. If in the village there are from 3 to 10 thousand voters, then it will choose a 10-16 members. The city with the number of voters from 10 to 50 million voters, will choose between 16 and 22 members. And from 50 to 90 thousand will have 22 to 28 MPs. In the cities, more than 90 thousand voters 28-34 MP. In the district Council of the proportions are a little different: up to 3 thousand of voters – 2 MP from 3 to 15 thousand – 3 deputies, over 15 thousand 4 MP with OTG.
In the formation of election commissions the priority will be for those parties, which is already in the current convocation of the Parliament. Others who just want to come to the Parliament, serves their candidates and will be chosen by lot. Foreign areas are formed in the same, but where they offered an insufficient number of their representatives will be involved in the Ministry of foreign Affairs to the formation of these sites.
