Started the heating season under the new government, which has a stunning starting conditions – support of the President and monopolist in Parliament. On 15 November the Cabinet of Ministers of Ukraine “released” rates, repealing the regulation restricting their growth – but now it is not clear how he plans to curb the rise in heat. About this in his article for ZN.UA says the Chairman of the Supervisory Board of Bioenergy Association of Ukraine Volodymyr Maistryshyn.
For this purpose, according to the author, the Cabinet and the Verkhovna Rada should consider and adopt a law on competitive heat market, which was once developed with funds from USAID, but somehow still gathering dust on the shelves of the former Ministry of regional development.
“The goal of this bill: to provide a free connection to the heat network of independent manufacturer of heat and to guarantee the payment for heat, provided it is cheaper than heat, which can produce CTV. It is clear that the investor will first come in those heat networks, where the proportion of the heat will not be critically large in comparison with the amount of heat generation monopoly,” says the author, adding that such a law would bring Ukraine a large number of bonuses and preferences.
Also, according to the expert, Ukraine needs a programme of replacing native gas, similar to that developed and successfully applied in Lithuania. Such a program would allow the country to save $ 5-6 billion per year on the procurement of imported gas.
“Today it became obvious how much easier the situation with heat supply of the vast majority of social institutions in the regional centers because they have switched to alternative heating. And the same situation was with the heating for the entire population. But until you resolve the transit problem, we will divide the available Ukraine volumes of gas between industry and heating needs. We export a large number of bioenergiser from Ukraine at a price which is lower than the price of imported gas (the energy equivalent), because they have not yet find application in Ukraine”, – said the author.
