70% of Ukraine’s demand for liquefied gas for today is satisfied by supply from the aggressor country, a similar situation occurs with diesel fuel, said the MP Dubinsky.

Officials of the Department of trade protection and the International Commission for the international trade of the Ministry of economic development, trade and agriculture of Ukraine, abusing the official position, made a conscious drafting of the illegal decision about refusal in carrying out anticoncezionale investigate a common complaint of domestic oil refineries on import of Russian oil products.

This is stated in the statement of the people’s Deputy of Ukraine Alexander Dubinsky, the head of the National police of Ukraine Igor Klimenko, the text of which has UNIAN.

He declares that thus they committed a criminal offense under part 2 St. 364 Criminal code of Ukraine (Abuse of power or official position which entailed heavy consequences).

“21.01.2020 JSC “Ukrgazdobycha” NJSC “Naftogaz of Ukraine”, PJSC “Ukrtatnafta” and PJSC “Ukrnafta” in the manner prescribed by law addressed to the Interdepartmental Commission on international trade, which operates under the Ministry of economic development, trade and agriculture of Ukraine, General complaint “On initiation and conducting anticoncezionale investigation concerning import to Ukraine of individual products of oil processing (diesel fuel and liquefied gas) originating from the Russian Federation. 22.05.2020, it was planned to hold the next meeting of the Interdepartmental Commission on international trade of the Ministry of economic development, trade and agriculture of Ukraine”, – said in a statement.

Dubinsky notes that two days before the scheduled meeting, may 20, head of the Department of trade defense of the Ministry of economy Natalya Sidoruk prepared and provided to all members of the Interdepartmental Commission on international trade agenda, materials and draft decisions, vote on every issue. In the submissions on issue 9 of the agenda the Commission members were provided a draft decision on refusal to investigate a common complaint of domestic oil refineries on import of Russian oil, despite all evidence provided in the complaint.

“In addition, the head of the Department Sidoruk N. E. the phone communicated with the members of the Commission asked them in advance to arrive at a meeting of the Commission 22.05.2020 in connection with the need to clarify certain issues on the agenda of the meeting of the Commission. The subject of “refinement”, as it turned out, was the voting on question 9 of the agenda of the meeting of the Interdepartmental Commission on international trade”, – said Dubinsky.

As stated in the Declaration, the individual members before the meeting communicating with Sidoruk categorically and convincingly agreed with the refusal of anticoncezionale investigation in view of the importance of this issue for the defense of Ukraine and reduce energy dependence on the aggressor.

“In the future, after the meeting of the Interdepartmental Commission on international trade, all those present were given updated the order of the day in which there is no question 9 on the joint complaint of domestic oil refineries on import of Russian oil products. MPs who attended the meeting of the Commission, made an attempt to establish the cause of such changes in the agenda of the meetings of the Commission and addressed with relevant questions for the Minister of economic development, trade and agriculture of Ukraine Petrashko Igor Rostislavovich, who is also the Chairman of the Interdepartmental Commission on international trade”, – said in a statement.

In response, the Deputy Minister of economy Kachka told the MPs that this issue allegedly was not on the agenda, said Dubinsky.

“After reasoned complaints of people’s deputies I. G. Petrashko immediately thought that indeed the question 9 of the agenda regarding the joint complaint of domestic oil refineries on import of Russian oil products was in the initial version of the agenda of the meeting of the Commission, but had been excluded because of the conversion of the acting Minister of energy and the environmental protection of Ukraine Roslavets Olga with a request to postpone consideration of the matter until the replacements of the dismissed member of the Board of C. G. Finch In the future, in response to questions of MPs regarding the date of consideration of the issue anticoncezionale investigation concerning import into Ukraine of Russian diesel fuel and liquefied gas Petrashko, I. G. announced that he would try to gather for the meeting of the Interdepartmental Commission on international trade after 2 weeks, details will inform all interested parties,” – said in a statement.

Dubinsky stressed that the delay by the officials of the Department of trade protection provided by the applicants arguments have led to extremely negative consequences for the economy of the state, because, for example 70% of needs of Ukraine in szhizhennom already satisfied by supply from the aggressor, which may be terminated at any time by command of the political leadership of the Russian Federation. Almost the same situation with diesel fuel.

“This critical imbalance is not only a basis to start immediately antisubstitution the investigation at the request of the Complainants, but to implement other protective measures under the existing law vested in the Department of trade protection tasks and duties,” – said the MP.
