In Ukraine started the heating season, and with it the exorbitant amount in utility bills. However, some Ukrainians were in for a surprise. For example, in November, the heating rate decreased on average by 35%. What was the cause, and how we are going to pay more.

Why the rate was lower

Actually, it’s pretty simple. First, how can the residents of the capital charge a charge for heating.

It all depends on the presence, absence or condition of a house heat meter. So, if you have a meter, you pay according to consumption. The technical condition of the device also affects the final number in the payment, because if the counter is broken, he can count correctly the volume of consumption.

In the absence of a meter, tenants will pay according to the normative rate, which at the moment is 38,50 hryvnia per 1 square meter.

However, this rate is subject to adjustments depending on the temperature coefficient, which for each region is different. Thus, the warmer the window, the less we consume Gcal, respectively, less than the amount in utility bills. And Vice versa.

What counted

According to the manual, “Kievteploenergo” in November 2019 the tariff for houses that are not equipped with meters, amounted to 28.44 UAH per 1 square meter, which is 26% less than the base rate. Recall, it is 38,50 UAH.

As explained Advisor to the Deputy head of Kyiv Yulia Competent, for today in Kiev is 11% of homes that are not equipped with heat appliances.

“It happens that it is technically impossible to install, or it was never there, and installation is required. In such cases, there is a formula, approved by the Cabinet. It takes into account the number of heating days, temperature coefficient, or deviation from the temperature coefficient, the area to be heated and the rate. According to this calculated the cost of heating for homes, where there are no meters,” – said energoexpert.

At the same time Competent stresses that this does not mean reducing the tariff, it is approved, this reduction in value with temperature changes in the weather.

“November was abnormally warm, accordingly, the company records the deviation from the temperature coefficient. The result of this calculation formula, and the counter is less than” – said Advisor to the Deputy head of the KSCA.

Homes that are equipped with meters, pay by rate 1654,41 per 1 Gcal. It is calculated on the actual amount of heat consumed by the house and fixed metering device of heat energy.

At the end of November the weighted average rate for homes equipped with meters in Kiev was 21,59 UAH per 1 sq m, that is 44% less than baseline.

But there are some features. Says Competent, all of the charges depend on the energy efficiency of the house.

“The cost of heating in houses with meters will range from the conditions of their efficiency. We collected average tariff, taking into account all of the houses, but each building consumes different amount of heat. The house that held all the necessary measures for insulation can pay 9-10 UAH per sq. m. And the heating is non-insulated houses requiring repairs where an incorrectly working system, the people themselves, for example, insulated floor due to the heat, consequently they pay 30 UAH per sq. m., even in quite warm weather,” explained energoekspert.

But in any case, most of the people of Kiev paid less in warm weather, and given the fact that the weather in December is breaking all temperature records, it is likely that this month we pay for heating less than usual.

Heating tariffs will not change

Not to be confused with the correction of the normative rate for the heat rate and heating rate, which is now in Kiev is 1654,41 per 1 Gcal.

Moreover, as the representative of the “Kievteploenergo” Konstantin Lopatin, change it will not until may of the following year.

“Nothing will change. The rate of heat (current) is valid until may 2020. It needs to remain the same: cheaper gas rate does not change, the gas price will rise – rate will not change,” said Lopatin.

He explained that today there is a legislative inconsistency that does not allow artists services to provide for review of the tariff promptly, taking into account the change in the cost of natural gas.
