Party “Opposition platform For life” has made the offer on creation in the Supreme Rada of Ukraine the ninth convocation of 23 committees and one Commission on privatization.

Their proposals differ from the “Servant of the people” what they believe is fundamentally important the creation of two new committees: Committee on comprehensive solutions to the problems of the Donetsk and Luhansk regions and of the Committee on family matters, youth policy and sports. More efficient distribution of competences of the parliamentary committees has facilitated a number of committees – 23 plus Commission on privatization, in contrast to 22 plus Commission for privatization, proposed by the “Servant of the people”.

In addition, in the party insist that the formation of the steering committees of the Verkhovna Rada should take into account the European practice of compulsory give the opposition real control over activities of the authorities.

The Venice Commission and the parliamentary Assembly of the Council of Europe have repeatedly pointed out the importance and the role of the opposition in a democratic society. The main functions of the opposition has always been control over activities of power and prevent violations of the democratic rule of law standards. To do this in a democratic Parliament the opposition should chair the committees, the jurisdiction of which is freedom of speech and media activities, human rights protection, regulatory procedures of the Parliament and control over the expenditure of Public funds.

The opposition always gets right to the position of Vice-speaker of the Parliament and the post of the Commissioner for human rights. These positions should be appointed representatives of the “Opposition platform For life” as the second largest parliamentary party, the only real opposition force to the course of the ruling party and its satellites in the Verkhovna Rada of the new convocation. The new law “On opposition” shall settle the rights of the opposition to control the government, the participation of the opposition in the CEC, chamber of accounts, the MCA and other regulators.

According to part 2 article 6 of the Law of Ukraine “About committees of the Verkhovna Rada of Ukraine”, part 4 of article 81 of the regulations of the Verkhovna Rada of Ukraine the distribution of posts of heads, deputies and secretaries of the committees are determined in proportion from the quantitative composition of the fractions to actual population of the Verkhovna Rada. Now we are discussing the creation of 23-24 committees/commissions of the Verkhovna Rada. Based on the number of elected MPs and the future size of the fractions and the total number of deputies of the Parliament, legitimate and equitable distribution of areas of responsibility the following:

Any other principle of distribution of responsibilities in the Parliament would be illegal, unconstitutional and a direct violation of democratic norms in the style of Poroshenko, Parubiy.

“The opposition platform For life” calls on the party “servant of the people” and her actual head of President Vladimir Zelensky not to repeat the mistakes of the previous government. The parliamentary minority must be able to effectively perform its Supervisory functions, which are clearly identified in the reports of the Venice Commission and the resolutions of PACE and strictly enforced any European democracy. The question of leadership traditionally the “opposition” committees of the Verkhovna Rada test for Zelensky and his party on their contrast to Poroshenko, and a willingness to conform to European democratic standards of a legal state.
