The party of “the Voice” offers Ukraine to withdraw from the Minsk agreements

Партия "Голос" предлагает Украине выйти из Минских соглашений

The party of “the Voice” believes that Ukraine needs to withdraw from the Minsk agreements on settling the situation in Donbas. This is stated in the statement of political power, published in Facebook on November 8.

“Crimea and part of Donetsk and Luhansk regions occupied territory of Ukraine, and it is impossible to consider them separately from each other. Today there is a realistic and quick way to return to the territory in Ukraine – not military, not diplomatic. In the current economic state return only part of the Donbass in the conditions of Russia and to legitimize the Minsk agreements, bears the risk of loss of independence and sovereignty of the country. We believe that the only effective way for Ukraine today is to withdraw from the Minsk agreements and to freeze the situation to strengthen their own positions,” – said in a statement.

The party said that Ukraine today is “fighting on two fronts” – with Russia on the outside and corruption, a weak economy and the inefficiency of state institutions on the inside.

“While the return of Crimea and Donbass on conditions acceptable to Ukraine, it is impossible. So you need to build the country, develop the economy and to return their land, when we have enough forces and the international situation will contribute to this”, – emphasized in the political party.

In the “Voice” I think that Russia is not ready for a constructive conversation, and intends to continue the policy begun in 2014 is “to create controlled autonomy within Ukraine, which will destroy us from within.”

“So the expected President [Vladimir] Zelensky trip to a meeting in the Normandy format could only bring two things: a group photo and forced Ukraine to the world on the terms of Moscow. With the elections without control over the border, because it is written in the Minsk agreement. It is therefore time to recognize reality and withdraw from the Minsk agreements. It does not depart a single step back: neither the military nor diplomatic fronts”, – declared in party.

The force stressed that Ukraine needs to strengthen the military, diplomatic positions, as well as “create a program that is efficient, real support for those who are willing to relocate and who have already moved” from the temporarily occupied territories and “to pump up economic muscle”.

“Ukraine should withdraw from the Minsk agreements and to focus on the public interest: stop, clean up, regroup and plan the world on their own terms. And implement a plan with a strong position – when it will be real opportunities”, – declared in party.

In 2014, immediately after the annexation of Crimea, in Eastern Ukraine, Russia has begun armed aggression. Fighting underway between Ukraine’s Armed forces on the one hand, and the Russian army and Russian-backed militants, who control part of the Donetsk and Lugansk regions, on the other. Officially, Russia does not recognize its invasion of Ukraine, despite Ukraine presented the facts and evidence.

5 September 2014 the trilateral contact group comprising representatives of Ukraine, Russia and the OSCE adopted the 12 points of the Minsk agreements. Under them was signed also by the then leaders of the militants “DNR” and “LNR”.

February 12, 2015, was signed a second agreement in Minsk. They provide for a ceasefire, the withdrawal of heavy weapons, monitoring international observers, the local elections in accordance with Ukrainian legislation, Amnesty to participants of the conflict, the release and exchange of prisoners, access for humanitarian missions to help those in need, a return to Ukraine control of the border, the holding in Ukraine of the constitutional reform in terms of decentralization. Requirements not yet fully implemented.

From the Ukrainian side the agreement was signed at the time the President of the country Petro Poroshenko.

October 1, 2019, the members of the trilateral contact group on settling the situation in Eastern Ukraine and representatives of individual regions of Donetsk and Lugansk regions gave a written consent to the adoption of the text “formula Steinmeier”, which stipulates the procedure of entry into force of several provisions of the Minsk agreements at the local elections in ORDA.

In the letter addressed to the special representative of the OSCE TKG Martin Sajdik, which was signed by the representative of Ukraine in the tripartite contact group Leonid Kuchma said that Ukraine takes the text of the wording of the implementation “of the formula Steinmeier” in Ukrainian legislation, common and consistent diplomatic advisers to the heads of state and governments of Ukraine, Germany, France and Russia on 11 September.

As stated by the President of Ukraine Volodymyr Zelensky, the provisions of “formula Steinmeier” lies in the fact that the law on the special status individual regions of Donetsk and Lugansk regions will start to operate under the condition of holding in these areas, local elections according to Ukrainian legislation and after the publication of the OSCE report on elections in accordance with the standards of the organization. “No election under the muzzles of guns will not and can not be”, – said Zelensky. He noted that removed the last obstacle to the summit “Channel four”.
