According to Ukrainian media reports, some deputies of the Verkhovna Rada, in favour of the resumption of electricity imports from the Russian Federation, criminal cases. DW – about the nature of the conflict.
In early July, the Ukrainian media reported that at the meeting of the energy Committee of the Verkhovna Rada approved the initiative, which will allow you to resume deliveries of electricity from Russia to Ukraine. We are talking about the bill number 3657-1. In it, according to the leader of the Independent trade Union of miners of Ukraine Mikhail Volynets, contains an amendment which will restore the previously suspended import electricity from the CIS countries, primarily Russia.
And in the middle of July, in the registry of pre-trial investigation has information that the Ukrainian Prosecutor’s office launched an investigation against the head of the above-mentioned parliamentary Committee Andrei Gerus, as well as former energy Minister Alexei Argelia. The case opened on the fact of possible conspiracy “to hurt the economic security of Ukraine”, and he concludes in a recent lifting of restrictions on the import of electricity from Russia. What’s really going on?
The essence of the bill on the energy market?
The bill, published on the website of the Verkhovna Rada, we are talking about amendments to the law on electricity market, but no mention of Russia, CIS and even the import of electricity in it. “Imports from Russia, he generally has no relation and affects a number of other issues in the energy sector,” indicates the Gerus.
DW turned to the Pipes with a request to clarify how the bill may still allow the import of electricity from Russia, but at the time of the article publication he did not respond to a request.
However, in the case of adoption by Verkhovna Rada the bill will affect the players of the electricity market, among which the most noticeable place is occupied by companies of the holding DTEK Rinat Akhmetov. Affiliated between businesses will be forced to inform the regulator about all the important details of the contracts which they conclude with each other. The regulator can also impose restrictions on the monthly volume of electricity trade between such companies.
The problem of import from Russia
From April 10 to the company “Ukrenergo” has stopped importing electricity from Russia and Belarus. According to the company, this restriction will be in effect during the introduced in Ukraine because of the epidemic COVID-19 quarantine for a period of 30 days after its completion.
However, electricity imports from Russia started not too long ago – October 1, 2019. However, only during the first two months of this year, according to the State customs service, Ukraine imported from Russia electricity by 25.81 million dollars, and from Belarus – by more than $ 7.5 million.
Before few years, namely, from November 2015 – Ukraine without the Russian electricity. The formal reason for the termination of import was the completion of the high-voltage line running from Rivne nuclear power plant. However, most experts, including Western, agreed in opinion that the reasons for this decision was purely political.
Import electricity treason?
A criminal case the Chairman of the energy Committee of the Verkhovna Rada Andriy Gerus believes the “entertainment” of his opponents from holding DTEK Rinat Akhmetov. So, investigation, which, according to him, in addition to the prosecution, conduct National anti-corruption Bureau of Ukraine (NABU) and the State Bureau of Ukraine (RRT) was initiated by the former people’s Deputy Oleg Lyashko. It Gerus accused of working for Akhmetov and adds that the policy has achieved the opening of the relevant proceedings through the courts. However, he does not much about the investigation, because in such cases, said Gerus, they almost always end up closing the case.
However, an amendment that, in fact, allowed to resume the import of electricity from Russia, the Verkhovna Rada made by the current head of the energy Committee. It is possible to buy electricity through bilateral contracts from States that are not members of the European energy community. Earlier Gerus explained this step the fact that this measure will increase competition in the market and can help to reduce prices for industrial consumers. However, now, according Gerus, electricity imports of Ukraine is not needed.
In the media there were allegations against Gerus that his actions are lobbying Igor Kolomoisky, including because the main buyer of imported from Russia electricity was the structure of this oligarch. Gerus, in turn, insists that the legislative limitations on the import of electricity threatens the energy security of the state. “If suddenly the cold winter, and God forbid some accident, then the import can take a week or two,” explains the MP.
Akhmetov vs. Kolomoisky?
That against Gerus really conducted an information campaign, agrees the head of the Kiev research Center of energy Alexander Kharchenko. However, he is in no hurry to get on someone’s side in this confrontation, because, according to him, the question in this case is about the clash of interests of Rinat Akhmetov and Igor Kolomoisky.
If for the first by the cessation of imports from Russia means strengthening the monopoly position of DTEK, the Ukrainian energy market, the businesses second, you need cheap electricity, even if it comes from a country that annexed the Crimea and fueling the conflict in the Donbas, the expert explains. Therefore, the restoration of the ban on the import of electricity from Russia, he considers it a tactical victory Akhmetov, made possible in part to the fact that the government is now actively “listen” to this oligarch.
“While the accusations exchanged between representatives of the two parties that at times have nothing to do with reality and the interests of the Ukrainian economy or consumers are not exactly among the priorities of the parties to the conflict”, – said Kharchenko.
