The Verkhovna Rada registered the bill, which offers the opportunity to secure the use of the Russian language in Parliament. The authors of the document – the Deputy from “public Servants” Maxim Buzhansky and the people’s Deputy from “Oppositional platform For life” Oleg Voloshin.
MPs propose to establish that, according to article 10 of the Constitution, the Parliament can be used Russian and other languages of national minorities of Ukraine.
In the explanatory note, the MPs point out that since the VR regulations established that the working language of the Parliament is the state language, the regulations are not implemented constitutional guarantees and rules concerning the free development, use and protection of Russian and other languages of national minorities of Ukraine.
The proposed changes States that the people’s representatives and other persons who are not covered by the law “On civil service”, at the plenary sittings of Parliament, parliamentary hearings, and in the bodies Happy can use for all kinds of presentations, the languages of national minorities of Ukraine.
In this case, if necessary, the Unit Council to ensure the translation of minority languages into the state language and Vice versa, it is proposed in the document.
The bill says, and that language works officials are Pleased, are subject to the law “On civil service”, is the state language.
By the way, in December Buzhansky introduced to the Parliament a bill to repeal the language lawadopted in the spring of 2019. The initiative explained that the document alleged harm Ukraine and is aimed at the discrimination of speakers of other languages, primarily Russian.
And Voloshin distinguished by the fact that in the beginning of the new Parliament in August 2019, he turned off the microphone during a speech in Parliament because of the transition of the people’s Deputy in Russian language.
