The Ministry of regional development, construction and housing and communal services of Ukraine initiates reduction of the terms and procedures of registration of land.
This was announced by the Deputy Minister of regional development, construction and housing and communal services of Ukraine Lev Partskhaladze on his page in Facebook.
“Today, to make land, you need to literally go through all the circles of hell. 54 documents from 9 months to 2 years of treatments. It’s a big administrative burden on our citizens and unnecessary delays in procedures, which, moreover, restrains economic development and impedes the attraction of new investments. So now, together with the relevant departments and experts are studying the possibility of optimization of this service,” – said Leo Partskhaladze.
In particular, he said that Vice Prime Minister – Minister of regional development, construction and housing and communal services of Ukraine Gennady Zubkov instructed the Ministry of agrarian policy, Gosgeokadastr together with the economic development Ministry and other concerned agencies to study the best foreign experience and submit proposals to reduce the time and procedures of registration of land.
“We are talking about the possibility of free privatization, transfer of property or sale of land state or municipal property,” – says Partskhaladze.
The Deputy Minister noted that, according to the instructions, it is planned to thoroughly analyse the existing situation and the experience of other countries and to develop a series of changes to optimize services, reduce bureaucracy and corruption. According to the experts, said Partskhaladze, then the procedure for obtaining service may decline as a whole in 10 times.
According to the instructions, it is planned to establish an exhaustive list of documents that must be submitted to the procedures of registration of land and to introduce the ability to obtain the service on the basis of a single treatment in online.
In addition, it is planned to provide an opportunity for local authorities to implement state registration of land and to cancel the necessity of obtaining a permit to develop land management project on allotment of land, to enter the voluntary pre-approval of his location.
It is also expected to improve the normative monetary valuation of land and clearly limit the time of preparation and conducting procedures for registration of land.
