Ukraine at the meeting of the Forum of security cooperation and the Permanent Council of the OSCE, told about the methods of hybrid war, Russia and the murder of the Ukrainian military medic.

“July 15, Ukraine and Albania held a joint meeting of the Forum of security cooperation and the OSCE Permanent Council, dedicated to hybrid threats and modern methods of warfare. Keynote speaker from Ukraine was made by the Director of the National Institute for strategic studies Oleksandr Lytvynenko,” – said in the message.

It is noted that at the invitation of the presidency of Ukraine, participated in the meeting as keynote speakers took the representative of the Ministry of defence of Lithuania Inga Zukauskiene and head of hybrid calls NATO Michael rule.

In his speech Alexander Litvinenko told about multidimensional hybrid tools and techniques that Russia is using against Ukraine since the beginning of military intervention and the illegal temporary occupation of the territory of Ukraine.

He explained that the goal of Russia is preventing the European integration and Euro-Atlantic aspirations of our country, the creation of a buffer zone between Russia and the West, and finally restoring its influence in Ukraine. He called the war that Russia started and continues in the Donbas, a war of attrition.

According to the Rapporteur from Ukraine, to achieve its goal of an aggressor state does not shun any means not only in military but also in political, economic, informational and other spheres. Alexander Litvinenko drew attention to the aggressive and subversive activities of Russia in the actual integration of the temporarily occupied certain districts of Donetsk and Luhansk region in the Russian Federation. He noted that these and other actions of Russia for the past six years destroying the foundations of European security and threaten the peace and stability on the continent.

In turn, the speakers of the States-participants of the OSCE expressed deep concern over hybrid methods of war and the threats that they face in their countries. We are talking about a large scale disinformation campaigns, which pose strategic challenges to the functioning of democratic institutions. Lately, misinformation has arisen over the use by criminals of the circumstances of a pandemic.

Participating States of the OSCE noted that assign a special role to play in countering these threats a persistent and continuous efforts in the field of education, increasing media literacy, promote independent journalistic activities and the development of a strong civil society.

A separate topic of discussion was the danger of cyber attacks and attempts to interfere in the electoral process. A number of States parties noted that these threats clearly traced Russian trace. At the same time, delegates expressed disappointment over Russia’s refusal to participate in the meeting.

According to participants, effective countering hybrid threats requires, above all, the sustainability of the society through engaging in effective interaction of all links of state power, civil society and the private sector. Participating States of the OSCE exchanged best practices in early detection, recovery and well-coordinated response of all government structures on hybrid threats.

It is reported that despite this, the Russian occupation troops had actually shot a Ukrainian military medic and wounded two other soldiers of the APU in violation of agreements and their security guarantees.
