Ukrainian universities have a right to determine when and in what form to begin the educational process in the new academic year.
This was stated by Prime Minister Denis Shmyhal-Ukrainian conference call with representatives of local authorities and relevant ministries are discussing the preparations for the new academic year, according to the Government website.
In particular, Smigel stressed that according to the law on higher education, universities have a level of autonomy and self-government, which allows them to determine the forms of learning and forms of organization of the educational process. The academic Council of the institution of higher education decides on the organization of the educational process and determines the timing of training at appropriate levels.
“In Ukraine, in fact, 1.2 million students, and it is important that the learning process for them took place in a safe environment. The decision about whether students learn online or attend University, it is necessary to take into account the epidemiological situation in each specific region. Of course, all decisions need to take into account the safety of our children,” – said the Prime Minister.
Meanwhile, the Ministry of education and science recommends that institutions of higher education to plan the beginning of the school year subject to quarantine restrictions that are established by government resolution No. 641 of July 22.
In the case of a favorable situation, the MES recommends starting 2020/2021 academic year are as follows:
– for students of 1 course (educational degree of Bachelor), which this year come to study in institutions of higher education in the period 1 to 15 September 2020;
for senior students, starting with the second from 1 September 2020;
– for students of the educational degree Master’s degree first year – in the period from 11 to 15 September 2020.
As reported, the Cabinet of Ministers 22 Jul extended adaptive quarantine until August 31, and provided that depending on the epidemiological situation in the region or some areas set green, yellow, orange or red level risk of epidemic spread COVID-19.
