Who destroyed the military potential of the APU in 1991 – 2014: everyone’s a suspect defence Ministers

In Ukraine plan to conduct an investigation with regards to the “mindless destruction of the military potential of the Armed Forces of Ukraine”, which took place during 1991 to 2014. Through such actions, we intend to determine which of the former Ministers of defence and chiefs of General staff became the generator of the aforementioned processes.

This became known after the meeting of the Temporary investigative Commission of the Verkhovna Rada, during which a report on thefts in the Armed Forces of Ukraine and to undermine the defense capability of the state in the period from 2004 to 2017 was made by Prosecutor General Yury Lutsenko.

The head of the GPU, in particular, noted that in late 1991, on the territory of Ukraine after the collapse of the Soviet Union remained a strategic grouping of troops of three military districts. So, in the territory of Ukraine was deployed 3 field armies and 2 tank armies, army corps, four air armies, a separate air defence army, missile army, the black sea fleet of the USSR, the two nodes of the system of missile attack warning and other military units.

The total number of personnel was more than 800 thousand troops. In addition, the APU, there were 6.5 thousand tanks, 7 thousand units of armored vehicles, 1.5 thousand aircraft, 350 ships, 1272 nuclear warheads, Intercontinental ballistic missiles.

At the same time, in 1991, Ukraine was a nuclear power – is it?? had the world’s third largest nuclear Arsenal after USA and Russia. It is based on the five divisions of the 43rd rocket army of the former USSR. Also in service with the Ukrainian army was the strategic complexes of stationary basing in the mines (missile UR-100N and RT-23 utth), mobile missile complexes ( “pioneer” and “pioneer utth”). In General, Ukraine has had 176 Intercontinental ballistic missiles and 2,500 tactical nuclear weapons. And the air force were 44 strategic bombers (25 Tu-95MS and 19 Tu-160), which could carry nuclear weapons.

Assessment most military experts, this potential was sufficient to create a powerful national Armed Forces, social issues, particularly housing. The implementation of surplus property, weapons and military equipment allowed to receive sufficient funds for modernization of the armed forces. According to the world experience of military construction and in accordance with military research in peacetime, the optimal size of the armed forces should be about 1% of the population of the state. Therefore, the unjustified reduction of troops in Ukraine has led to a significant reduction in national defense

– said Lutsenko.

In conducting research for the reform and development of the APU Committee of experts conditionally divided the chronology of events into four stages:

The first stage (1991-1996). Defense Ministers during this period was Konstantin Morozov (3 Sep 1991 – 4 Oct 1993), Vitaly Radetsky (October 8, 1993 August 25, 1994), Valeriy Shmarov (October 10, 1994 July 8, 1996), Alexander Kuzmuk (11 Jul 1996 – 24 Oct 2001). This stage is characterized by the attempt of the Supreme military-political leadership of the state to organize the control over the troops that remained in Ukraine after the Soviet collapse. As a result of the activities of disarmament, in particular the rejection of tactical nuclear weapons, were created the conditions for a gradual system of reducing the level of the combat capability of the armed forces.

The second phase (1997-2005). Defense Ministers during this period was Alexander Kuzmuk (July 11, 1996 – October 24, 2001; September 24, 2004 – 3 Feb 2005), Volodymyr Shkidchenko (12 November 2001 – 25 June 2003), Yevhen Marchuk (25 June 2003 – 23 September 2004), Anatoly Gritsenko (February 4, 2005 – December 18, 2007). This stage is characterized by a reduction in the number of troops, the formation of the new structure of the Armed Forces of Ukraine and attempt to create an effective system of management of defense of Ukraine. In the result of the continuation of unjustified downsizing of the Armed Forces began a process of systematic reduction of the level of the combat capability of the armed forces.

The third phase (2006-2009). Defense Ministers during this period was Anatoly Gritsenko (February 4, 2005 – December 18, 2007), Yuriy Yekhanurov (December 18, 2007 – 5 June 2009), Valeriy Ivashchenko (5 June 2009 – 11 Mar 2010). This stage is characterized by an attempt of improving the legal framework, clarify doctrinal documents on training and use of armed forces of Ukraine. At the same time has significantly deepened the process of system of decrease in level of combat capability of the APU as a result of continuing events to the indiscriminate downsizing of the Armed Forces.

The fourth phase (2010-2014). Defense Ministers during this period was Valery Ivashchenko (5 June 2009 – 11 Mar 2010), Mykhailo Yezhel (March 11, 2010 – 8 February 2012), Dmytro Salamatin (8 February 2012 – 24 December 2012), Pavel Lebedev (24 Dec 2012 – 27 Feb 2014). This is one of the most difficult stages of the operation of the APU, which is characterized by a disregard on the part of the defence Ministry and the Armed Forces command of the main provisions of the theory of military art, the experience of earlier achieved results of the reform of the armed forces of Ukraine.

At the same time, the fourth stage of reforming the Armed Forces was conventionally divided into three periods:

The first period (2010-2011) is characterized by the disbanding of the joint operations command (OKL) and the Command support forces (PCB) armed forces of Ukraine. It is established that dissolution OOK almost destroyed the operational-strategic level of the structure of the APU and disorganized management of the defence on the operational and strategic level. The lack of a strategic authority and military control became one of the main problems of organizing the defense of the territorial integrity of Ukraine in 2014.

In result of the dissolution of the KLO Armed Forces have lost control body of troops, who would be able to form interspecific grouping of troops, to organize his training to plan the operation of the said troops and successfully conduct it.

According to the results of the studies, it was found that in the beginning of 2014 the mobility of military units of VS of Ukraine on strategic and operational levels was completely paralyzed. General staff of armed forces of Ukraine had in 2014, quickly forming the so-called headquarters of the ATO on the territory of Donetsk and Lugansk regions (to a certain extent analogue KLO), which has acquired operational control of interspecific and interdepartmental grouping of troops during operations (combat actions).

The Commission of experts concluded that the dismantling of the Command support forces of the armed forces of Ukraine resulted in the loss of centralized control and comprehensive support of the armed forces in peacetime and during training and operations. The lack of a Central management system logistical and operational support in the future has led to disruption of logistical and operational support for the troops, which led to a natural development of the volunteer movement in the initial period of use of the APU against illegal armed formations on the territory of Donetsk and Lugansk oblasts in 2014,

The second period (2012) is characterized by disruption of the air defense system of the state, the revision of the military-administrative division of the territory of Ukraine, baseless changes in the mobilization and planning of the transfer of the Armed Forces of Ukraine on the so-called “three-tier management system”, which in fact created the conditions for the critical level imbalance of the system of control of troops (forces) operations. The event was planned and carried out without regard to the requirements of the laws of Ukraine, decrees of Cabinet of Ministers and normative legal acts.

At this time in structural divisions of the Ministry of defense, the General staff, the military research institutions and command of the armed forces began a gradual transition to the development of certain temporary guidelines, which were developed for the so-called “legalization” of the decisions of the Ministry of defense of Ukraine and the command of military of Ukraine, which did not conform to the laws of Ukraine, the theory of the military art and the experience of wars and military conflicts.

These decisions made by the leaders of the defense Ministry and General staff in 2012, had a negative impact in the future on the organization of counter-occupation of the Crimea and the Eastern territories of Ukraine. And the creation of a separate operational command in the Crimea, resulting in all military units stationed on its territory, were entrusted to the command of the Navy, artificially broke the single control system of air defense, territorial defense and mobilization, making it impossible to influence the commanders of the APU to perform tasks on the Peninsula.

The third period (2013-2014) is characterized by the completion of the disbandment of the army corps, as the basis for tactical-level structure of the armed forces of Ukraine, disruption of command and control system at all levels – from the brigades to the armed forces of Ukraine (except for the Air forces of Ukraine).

Also, these years are characterized by the attempt of the organizers to artificially defence planning in peacetime razdelit the Armed forces of Ukraine into three separate command that should be generated by interspecific territorial principle under the guidance of the relevant team.

The investigation intends to obtain a number of expert opinions, and now we are working on obtaining documents on the basis of which were formed the lists of so-called surplus property with the signature of the Minister of defence. Only together we can assess him who was the main generator of this mindless destruction of the military potential of the Armed Forces of Ukraine,
