The President of Ukraine Vladimir Zelensky introduced to the Verkhovna Rada the bill which offers due to the situation with the spread of coronavirus disease (COVID-19) exempt from passing the state final examination candidates the education that complete complete General secondary education in the 2019/2020 academic year.
“To establish that in connection with the implementation of measures aimed at preventing the emergence and spread of coronavirus disease (COVID-19), applicants education, which complete the receipt of complete General secondary education in the 2019/2020 academic year are exempted from passing the state final attestation. Applicants education, which complete the complete General secondary education in the 2019/2020 academic year are eligible to pass the state final certification, including in the form of external independent evaluation, at his own request”, – stated in the text of the bill No. 3669 “On amendments to some laws of Ukraine on certain issues of completion 2019/2020 school year” submitted by the President to the Parliament.
As stated in the explanatory Memorandum to the bill, the draft act provides for the modification of the law “On education”, by definition the government in terms of quarantine, the duration of the school year, as well as providing pupils and students that complete complete General secondary education, choice of form of assessment of their learning outcomes through annual assessment, or state final examination or state final examination in the form of external evaluation.
The aim and objective of the adoption of this bill the author determines minimize the risk of disease coronavirus disease (COVID-19) in the assessment of student learning outcomes and students who complete receive complete General secondary education, and make it possible to produce them in accordance with legislation of documents on receipt of complete General secondary education.
