The President of Ukraine Vladimir Zelensky signed decree No. 210/2020 “On improvement of higher education in Ukraine”. The corresponding document was published on the presidential website, reports UNN.
“With the aim of improving the quality and content of higher education in Ukraine as the fundamental basis for the development of the state, training of competitive human capital in accordance with paragraph 28 of part one of article 106 of the Constitution of Ukraine I decide: to form a Council for higher education development in Ukraine as a consultative-Advisory body under the President of Ukraine”, – stated in the decree.
Zelensky also ordered the Cabinet of Ministers to develop and approve before November 1 of the strategy of higher education development in Ukraine for 2021-2031 years approve to December 1, the number of state programs, and to ensure the development and approval before September 1 of the action plan for the promotion of natural Sciences and mathematics.
The government is also requested to develop and approve until September 1, 2020 the action plan for the promotion of opportunities for higher education in Ukraine for foreign students.
The head OP Zelensky instructed to submit within two weeks a draft regulation on the Council on higher education development in Ukraine and proposals for its staff.
The President, commenting on the decree in the Telegram channel, recalled that the day before had a constructive meeting with representatives of higher education institutions from all over Ukraine.
“Specified in the decree tasks the government is first steps, the importance and urgency of which was noted by all representatives of higher education. We must form clear goals and to prepare competitive specialists in accordance with the needs of the Ukrainian economy. To determine what profession the market is saturated, and which on the contrary – will be urgently needed in the coming years,” wrote Zelensky.
According to him, special attention will be paid to the promotion of our education among foreign students.
“The decree creates the Council on higher education development under the President of Ukraine. Its tasks, among other things, will improve the quality and content of higher education in Ukraine, preparation of proposals on improvement of legislation of Ukraine in this area, particularly regarding the financial autonomy of higher education institutions, the mechanism of attraction of private investments and public-private partnership”, – said the head of state.
He added that he will soon hold meetings with representatives of primary, secondary and vocational education together to identify ways to develop and improve these levels.
We will remind, according to the President, Ukraine has a shortage of personnel, and this problem should be solved by higher education.
